Malta has taken another important step in strengthening its position as an international yacht registration jurisdiction, with Maltese-registered private pleasure yachts now eligible to apply for United States cruising licences.
The development follows an official decision by U.S. Customs and Border Protection (CBP) published in the U.S. Federal Register and announced by Malta’s Ministry for Sustainable Mobility. It addresses a longstanding disadvantage for Maltese-registered yachts and brings an additional practical benefit to owners considering a Maltese flag.
Key Benefits for Yacht Owners
The inclusion of Malta in the U.S. cruising licence framework offers several advantages to eligible yacht owners:- Greater flexibility when cruising – yachts holding a valid cruising license can navigate between U.S. ports without having to complete repeated formal customs entry and clearance procedures at each stop.
- Reduced administrative costs - license holders benefit from exemptions from certain customs entry and clearance fees, tonnage duties, and other related charges.
- Extended validity – cruising licences may be issued for a period of up to 12 months, with the possibility of renewal.
What Should Owners Be Aware Of?
While this is a positive development, there are certain conditions that yacht owners should keep in mind. The arrangement applies exclusively to privately operated pleasure yachts. Commercially operated and charter yachts are not covered by this framework.Furthermore, eligibility is not automatic upon registration under the Maltese flag. Yacht owners must submit an application directly to the relevant U.S. CBP authorities and satisfy the applicable requirements.
It is also important to note that a cruising licence does not remove the need to comply with other U.S. requirements, including immigration, safety, navigation and arrival-reporting obligations.
Strengthening Malta's Maritime Position
This development further enhances the global appeal of the Maltese flag, particularly for owners of larger private yachts over 24 metres who regularly cruise internationally.Choosing a flag is about more than the initial registration of a vessel. Owners must also consider the wider regulatory framework, ownership structure, ongoing administration and the practical advantages available in the jurisdictions where the yacht is intended to operate.
For owners considering a change of flag or the registration of a new yacht, this is an opportune time to review whether the Maltese flag is suitable for their intended cruising activities, ownership arrangements and long-term requirements.
